I'll see if I can figure out how to make:

Apache::Session::Memcached::WithFailover

where it does that behavior, but then allows you to specify a specific 
Apache::Session datastore as being the failover device

it shouldn't be all that hard - mostly aliasing function calls to 
existing modules.
