Having just installed Core 3 on a box for the first time last week, I did notice that you can choose to completely turn it off during the installation. I would assume this to mean it installs a different non-SELinux kernel, but that is just an assumption. The reason I think it might effect performance is that,in the kernel, it would have to be doing checks to ensure Apache and mod_perl weren't doing things they weren't supposed to be doing. Not to mention the increased logging. It's got to affect performance on some level.
