Hi

MKDoc, a mod_perl, accessible, standards compliant, UTF-8, web
content management system has been GPL'ed:

The stable version is available for download here:

  http://download.mkdoc.com/mkdoc-1.6/mkdoc-1.6.28.tar.gz 

There is also a news item about it pending at use.perl.org:

The bad news is that the main developer, Jean-Michel Hiver is no
longer involved and new maintainers will probably be needed for his
modules on CPAN:

MKDoc site (though some things have yet to be updated to reflect the
change in license):
