As per your subject line: if you want to provide a list of domains
by IP host on _your_ server, you can do so with the documented API;
I provided a URL to earlier in this thread.

_That_ problem is arguably on-topic, because you can easily use
mod_perl to solve it.

A generic question about writing a perl program to interface with
a database of domains/IPs is not on-topic.

A generic question about how to generate that database (if you're
looking for a DB of domains/IPs _not_ hosted on your server) is not
on-topic.
