You probably haven't properly installed mod_perl. Have you used an RPM? In which case you may need to install the -devel part of the rpm.

Not if you use Apache::Filter::HTTPHeadersFixup and mod_proxy I believe.
But it shouldn't take too long to figure out whether my suggestion will work
or not. LWP or its equivalent will be your fallback solution, I'd think. I
could be wrong, though.
