That's the reason you're having this problem.  It's probably a bad idea
to use that.  What it does is empty %INC so that a "use CGI" will
recompile the module.  That causes problems with constants, since Perl
has already optimized them away.  In this case, the constant isn't
changing so it isn't really a problem, but the warning is annoying.  You
can turn it off by adding this right before the "use CGI" call:

no warnings qw(redefine);

Anyway, I recommend turning off PerlFreshRestart.
