Only if the "Include conf.d/*.conf" statement still exists. I'm trying to move 
away from RedHat-derived semantics, because the system may have to run on a 
number of different platforms.

Regardless; even if I rename the file "perl.conf" and put it in conf.d, it 
still doesn't work.
