Absolutely!  You can definitely use the Mozilla source, edit it, and
publish it to the Android Play store.  The limitations are the standard
ones for using Firefox source code: you can't use Mozilla or Firefox's
name, branding, or other trade marks.  Start at

I know of one commercial organization that was, at one time, re-skinning
Firefox for Android into their product, so it can be done.
