I have checked the source RPM File and it seems to me as if the testrec 
file is in the package.

I did: rpm -i mjpegtools-2.0.0-1.src.rpm -vv
....

Than changed to ../SOURCES:
# tar xvfz mjpegtools-2.0.0.tar.gz

# find . -name testrec*
./mjpegtools-2.0.0/lavtools/testrec.c

So the file is in the package. Can you please do the same. And post the 
output you get, or the error you get when you try to compile the RPM.
