You'll have to roll your own by checking out a copy from CVS.
If it helps, here's the .spec file I wrote a long time ago so that I
could build the CVS version.

I built smilutils 3.2+ CVS based mostly on a mandriva specfile found while
googling.
One ugly hack related to finding the ffmpeg include files was needed;
comments in the configure script let me to conclude that finding it the
right way would be difficult (and perhaps subject to change based on
ffmpeg version).
