Looks like current (2007-11-06) CVS has rate control issues, at least
when compared to 1.9.0-rc2.
Typical command-line switches that I used when testing:
mpeg2enc -v 0 -I 1 -f 8 -b 8000 -F 4 -n n -a 3 -o
"kids_new_home-2007.11.04_12-36-26.m2v" -c -q 5 -4 1 -2 1 -s -D 10 -K
file=matrix.txt -R 2 -M 2
The matrix is the custom one I mentioned in an email before:

Source is new but very cheap DV camcorder, rather noisy in low light.
Testing two DV files, one in low light, the other in broad daylight with
significant amounts of motion.

Average bit-rate : 5313600 bits/sec
Peak bit-rate : 8051600 bits/sec
daylight:
Average bit-rate : 4091600 bits/sec
Peak bit-rate : 7946400 bits/sec
cvs-20071106
low light:
Average bit-rate : 7076000 bits/sec
Peak bit-rate : 10113600 bits/sec
daylight:
Average bit-rate : 8059600 bits/sec
Peak bit-rate : 10186000 bits/sec
This is not mplex having hallucinations, the file sizes really are very
different.
