Talking of what ..... There is a scratch remover under AVISYNTH......... for windows... http://avisynth.org.ru/ Descratch among other filters.... Used for Telecine purposes.
Source code is available and for what I can understand (eg very little) it works by taking in streams... Would it be difficult to adapt ?
