As it turns out, ffmeg does have an option:
-maxrate bitrate 
    Set max video bitrate tolerance (in kbit/s).

But the nuvexport Perl scripts do not provide an option for limiting the
bit rate.

If I knew a shorter A to B route I would take it. I'm about 18 months
into this personal video recording adventure. It took 6 months to get
the cards working the first time before kernel and driver updates broke
everything. Then I had to RMA the PVR 500 card because the coax barrel
broke off the card mount block. Card came back with a different tuner
chip which required more waiting for the ivtv driver to be updated to
support the new tuner chip. Then other changes seem to have broken the
analog audio for the HD3000 card, at least two month now.

I switched to subversion head for the mythtv distribution to get other
changes and the channel listing will not load into the database.
Certainly not ready for the average consumer anytime soon.

Do not think Windows Media Center is any better. We have purchased two
systems and one has never been able to run Media Center. The other one
required a rebuild after a virus attack. It was very hard to get working
again.

WinTV card from ATI.

Replacement for the HD3000 which is no longer available.

It seems to be the best of the 3 choices for nuvexport; ffmpeg,
transcode, mencoder.
