Normaly you don't use bitrates over 10000Kbit/sec. 
And 16000 is the maximal allowed bitrate. And mpeg2enc should tell you
that with a message like that:
**ERROR: [mpeg2enc] Bit rate is greater than permitted in specified
Level

-f 1/4/8 have lower limits.
