When you say you "upped the bitrate" just what did you "up"? Was it the peak bitrate setting, or did you increase the quality settings to cause it to generate more bits? I ask because I've created many many dvd's with mpeg2enc with a bitrate peak setting for mpeg2enc/mplex of 9576 (which would be 1576 higher than your 8000 if you mean the peak bitrate setting) and have never had trouble on my (albiet) limited set of DVD settop boxes that the disks have been played upon. It is possible you are encountering a problem specific to your particular set top DVD player, and not to mpeg2enc/mplex themselves.
