After much playing around here's a little more info
If I set the brightness with xawtv and close it the brightness remains set
as long as I don't use v4lctl
Without xawtv running if I run "v4lctl show" the brightness always returns
to the preprogrammed setting.
Here's a sequence that may help

v4lctl bright 1000   # picture gets dark
v4lctl bright 1000   # picture returns to preprogrammed setting
v4lctl bright 1000   # picture remains the same
v4lctl bright 1001   # picture gets dark
v4lctl show          # picture returns to preprogrammed setting

My problem has been that every time I run "v4lctl bright 1000" I followed
up by running "v4lctl show" to see if the setting changed.
"v4lctl show" showed the new setting but actually reset it.
