        Would you believe it is both? :-)

        Did  you specify "-V" to "mplex -f 3"?  If not then I think mplex
        will pad as needed to create a CBR output file.

        Is MPEG-2 supposed to always be VBR?  If so then mplex's behaviour
        is also a bug since it should turn on 'vbr' in the generic MPEG-2
        case.   For -f 8 (and 9) the 'vbr' flag is turned on, but not for
        the generic case.
