        When you scale the data to SVCD (480x576 for PAL) you can specify
        to the scaling program that the output is monochrome.   With
        yuvscaler this is done with

           ... | yuvscaler -O MONOCHROME -O SVCD | mpeg2enc ...

        and with y4mscaler something like this:

           ... | y4mscaler -S mode=mono -S option=sinc:8 -O preset=SVCD | ...


        Other than that I can not think of any options specific to encoding b&w 
        movies.   The same options ("-E -10", "-K tmpgenc", ...) that work well
        for color movies also work well for b&w movies.
