This sounds 100% right. For short bursts the decoder data-rate can greatly exceed the actual mux_rate - the encoder is 'running down' the demux buffer in the decoder. For SVCD this is actually quite large around 1 second of play, whereas the peak-rate is calculated over a rather smaller range (around 0.5 second).
