        A bitrate of only 2500 is far too low for something like that.  

        Using I frames only is for DVDs where bitrate is not a concern (subject
        to the legal limit for the DVD format) - such as when only 1 hour
        of video needs to be stored.

        Formats that are bitrate starved/constrained have to concentrate on
        lowering the bitrate not raising it :-)
