Similar is concept yes. Both are lossy compression methods. The I frame only encoding is functional now (in the cvs version of mpeg2enc). I was experimenting last night on the file I use for testing purposes The original file is 1555440000 bytes and the I frame only .m2v file (mpeg2enc -f 8 -E -10 -g 1 -G 1 -2 1 -q 6 -K kvcd) came out to be 392705279 bytes (average bitrate 7263Kb/s with an average I frame size of 30296 bytes).
