Yes. Using mencoder with 'mjpeg' as end format. It's one of the lavc
codecs.

Depends on what mencoder does. I suppose it doesn't dec-scale it, which
lavplay does, so then you'd want to use lavplay instead. However, you
might also want to rescale while re-encoding to full-PAL/NTSC... Both
solutions work.
