It is in the DVD specifications. I believe version 1.0 allows _only_ PCM and AC3 while version 1.1 permits MPEG-1/Layer-2 I've made dozens (hundreds?) of DVDs using MP2 audio and have yet to find a single player that will not play the discs. More recently though I have been using Apple's AC3 encoder (A.Pack) to encode the audio to AC3 (mpeg2enc does the video encoding - seems to be a better encoder than the one that comes with Quicktime-Pro) but MP2 audio will work just fine.
