If you want to give it a try, just ask on th mjpeg-developer
mailinglist.

You do not need 2/n-pass encoding to get a good quality/bitrate. 

Your question was alreaddy asked some time ago. Just search the
mailinglist archive for "2-pass".

Why would this single feature make someone to switch to a other OS ?

Depending on the video you encode, n-pass encoding might not help much
to reduce the bitrate. Filtering (or something described in the mjpeg
howto section: Optimizing the stream) might help as much.
