Read the manpage closer?  

  "Input fps code must be 4(29.97fps), output fps code can be selected
   from 1(23.97fps) to 4(29.97fps). If 2, 3 or 4 selected, duplicated
   frames remain but their are also reverted to non-interlaced."

Looks like you want "-F 1".


(While we're on the topic, it seems to me that the "keep same frame
 rate" default is not a very good default behavior.  If one is trying
 to reconstruct the original non-interlaced stream, I would think one
 would want the original frame rate, too, no?)
