I would say NO for standart VCD, because you have a constant Video
Bitrate of 1152kBit/sec. And with that bitrate you can have
30000/1001FPS (about 29,76..) or 24000/1001FPS (about 23,97...) 

It will very likely be correct for SVCD because there you have a maximal
bitrate and a quality of the picture. And if you have less frames you
might save bits.

If you use a VCD you will fit on a 80Minutes CD (=1h20m) of video on one
Disk.

Right, I added the tool yuvfps to the CVS. I did not write it. The first
version was written by Steven M. Schutz and improved Alfonso 
García-Patiño  Barbolani. But I haven't heared anything from him since
that time. 

It can change the frame rate by copying or deleting frames.
I do not know if it looks really good when you drop frames to get a
lower frame rate. You have to test. 

If anyone know a way how to do it better an would like to implement
that. Please let use know.
