You find the average bitrate in the mplex output when you multiplex the
stream.

That should not happen. 
But the average bitrtrate would help to find the problem. If you want
smaler files denoise (makes the thing slower) or use a higher quality
factor (makes it uglyer). 

-f 5 -b 2500 is almost the same as -f 4. Using -f 4 you cannot chnage
the bitrate. But you cann choose a quality factor in both versions.
