An update to this:  I drained my battery and eventually the state of
hw.sensors.acpibat0.watthour3 flips to "0.09 Wh, CRITICAL" -- and triggers a
sensorsd command -- which I can work with in a pinch to shutdown the
machine.  Without the state of the power supply (acpiac0.indicator0) or
battery state (acpibat0.raw0), however, I can't tell sensorsd not to
shutdown again when I plug it in and boot up.
