My rule is for outgoing packets from 172.16.0.1, which should be routed to
em0.  My tcpdump output is showing outgoing packets from 172.16.0.1, which
are being routed to both em0 and unexpectedly, em1.  How are you suggesting
that "opposite direction (replies)" are coming into play here?
