I've run into this numerous times and the fix is as yet elusive. It certainly is a pain to deal with. In one instance, everything worked fine (say on 4.1) but then when I upgraded to the next release (say 4.2) it broke and started happening. Search the archives. Also, if you goole around for "bounce keys X" you'll find relevant information. I believe in one case I was able to work around it with Option "XkbDisable" However it had some side effects (loss of repeat characters), but at least the keys didn't duplicate. The laptop most affected by it seems to be the Toshiba, but I have occasionally seen it happen on an IBM/Lenovo.
