The well respected RADIUS implementation called "FreeRADIUS" at:

   <http://freeradius.org/>

is very portable and ought to run just fine on OpenBSD.  I may not
be understanding all points of your question, but I have found that
FreeRADIUS did everything I needed (and there was lots more it could
do that I didn't need at the time).  YMMV.
