Sure you can use /31 actually the best thing is to use /32 on point-to-point links. Even ifconfig gif0 1.2.3.4/32 17.18.19.20 works. If you are using ethernet the story is a bit different -- since ethernet is not a point-to-point link per se. I never tried to use /31 on such interfaces, no idea what happens.
