That sounds like functionality currently in PF. Take a look at pf.conf(5) in great detail: http://www.openbsd.org/cgi-bin/man.cgi?query=pf.conf&apropos=0&sektion=0&manpath=OpenBSD+Current I generally discourage printing, but reference material like that is useful enough to possibly warrant consideration if you are starting a big project if you have a way to bind it into book form.
