There are programs for Dell laptops that can control the fan, I usually use them to speed up the fan to increase cooling. You may be able to find a program that works for you; if you also use Windows on this machine, there's SpeedFan and Motherboard Monitor that will at least tell you if it's possible, and then you can start hacking.
It seems you could also hack at the ACPI tables to get the same result, but I haven't tried anything like that recently.
