One can indeed include options for the commands:

sudoers(5):
        operator       ALL = DUMPS, KILL, SHUTDOWN, HALT, REBOOT, PRINTING,\
                       sudoedit /etc/printcap, /usr/oper/bin/
                       ^^^^^^^^^^^^^^^^^^^^^^
