"Connection refused" is the answer to your question. $ host asia.pool.ntp.org asia.pool.ntp.org has address 121.131.26.55 asia.pool.ntp.org has address 202.90.149.86 asia.pool.ntp.org has address 203.123.49.2 asia.pool.ntp.org has address 202.71.97.92 asia.pool.ntp.org has address 203.200.188.4 Try some others by IP address like above until you find ones that connect and have low latency and good time.
