I'm pretty happy with my overpriced and expensive Netbotz boxes from APC.. they do everything, and more, including email alarms, http works great from my blackberry. You can snmp query them if you want, or just trust that they'll alert you as appropriate. They don't so much work with OpenBSD as they work on their own and use smtp, http and snmp to talk to the world over Ethernet.

However, the cheapest one was around $1500 when I picked them up, so it's by far not the cheapest way to do this.
