please explain the difference between
a) that firmware sitting in flash memory on the device
b) that same firmware sitting in /etc/firmware/ and being loaded into the 
   device by OpenBSD

(I can tell you two: b) is easier to update, and b) is harder to get 
the necessary distribution rights for)
