It's not that they should use the geographic zones but rather that they should get "{0,1,2,3,4}.openbsd.pool.ntp.org" setup and use that. It'll, like {0,1,2,3,4}.pool.ntp.org, automatically try to give you "nearby" servers. We're not asking anyone to have their users pick a zone; that'd indeed defeat the purpose of providing a sensible default. We are asking however to always have a "default configuration" be specific to the vendor/product/whatever so we can track statistics on use and (more importantly) have DNS as a tool to mitigate problems. I'm not subscribed to the openbsd-misc list -- any chance you can pass it on? - ask
