/usr/sbin/config
$ file /usr/sbin/config
/usr/sbin/config: ELF 32-bit LSB executable, Intel 80386, version 1, for OpenBSD, dynamically linked (uses shared libs), stripped
$ ls -l /usr/sbin/config
-r-xr-xr-x  1 root  bin  76836 Mar 10  2007 /usr/sbin/config

March 10th is when I did the 4.0 -> 4.1 upgrade.

On a whim I unpacked config from my 4.1 tarballs. Same problem.

GENERIC shouldn't be broken as it is fresh from sys.tar.gz. I took a quick look and it looks fine.

i don't think this has anything to do with 4.1 or 4.2.  you have a
broken something (config, GENERIC, ...).
