I've seen a similar problem since 3.8 ( http://archives.neohapsis.com/archives/openbsd/2006-01/0317.html )I never got to the bottom of this. Sometimes the machine would boot, other times it would just hang after the Realtek driver. One variation, is that the CD would boot fine, but the installed O/S wouldn't, the opposite to your problem.
