you can install from an ms-dos formatted CF card.

don't want to use the whole disk for openbsd.

I don't? I mean, I know to save the first few sectors for the
partition table, but isn't the rest fair game?

usb sticks.
you could probably use the usb-client ethernet emulation (man cdce cdcef)

The one you need the special driver on Windows for?

sd cards are close, but not quite there yet
