Stable releases stop being updated two minor revisions later. Once 3.7 came out, 3.5 was end-of-lifed. The TZ data itself is stored in /usr/share/zoneinfo. You can try installing 4.0-stable (4.0 release does NOT have up to date TZ info, so you'll need to cvs update to _4_0 and rebuild), making a tarball of /usr/share/zoneinfo and replacing that directory on your 3.5 box.
