If there was a most likely reason, it's either overrestrictive ICMP
filtering or another charmer from smartdefense; the larger ping
packets used in PMTU discovery do get blocked under SD's default
configuration as DoS related. Had that one bite me on blocked
connections to an AIX host once. Packet captures help sort that out...
