Not at all, you only need zaptel and libpri if you want to interface *directly* with the PSTN/PBX. There are numerous standalone solutions (like the spa-3000 adapters) that will interface with PSTN/PBX and connect to your asterisk/ser box. Depending on your specific site needs those solutions may be better (or worse) than using a digium/tormenta card.
