The short version is:
  /usr/src/distrib/sets/lists/base/mi
seems to be out of sync for 4.0-stable since Feb. 4.

Your release(8) process built files in
  ${DESTDIR}/usr/share/zoneinfo/
not being listed in your
  /usr/src/distrib/sets/lists/base/mi
file list.

That is, your source tree and your distribution set file lists
are out of sync.  When tacking -current, this does happen from
time to time.  With -stable, this symptom is rather uncommon.

The typo correction Asmera -> Asmara in particular
was committed on 2007/02/02 by millert@,
  /usr/src/share/zoneinfo/datfiles/africa r1.17
during the update to tzdata2007a from elsie.nci.nih.gov.

Stable was also updated, see
  /usr/src/share/zoneinfo/datfiles/africa r1.15.4.1
committed two days later, on 2007/02/04 by [EMAIL PROTECTED]

Yet, as far is i can see, unless mirrors are out of date,
OPENBSD_4_0 still has the -release revision 1.394 for
  /usr/src/distrib/sets/lists/base/mi

Perhaps someone with commit access should sync base/mi for -stable?
