This seem to be a known problem. When I was searching around to solve this problem, I encountered this thread, http://lists.freebsd.org/pipermail/freebsd-questions/2006-October/133579.html, which discuss the same problem. But doesn't seem to have a solution other than adding the statements in the local .emacs file. If anyone of you have solved this please let me know.

I tried putting in, `/usr/local/share/emacs/21.4/site-lisp/', `/usr/local/share/emacs/site-lisp/', I even tried adding the above statements in `/usr/local/share/emacs/21.4/lisp/loaddefs.el', but even that did not seem to work.
