Try to reach 192.50.51.28. For example with ping or telnet to port 22.
Then check arp table entry
        arp 192.50.51.28

It's work as expected, MAC is correct too.

If it's OK. Try again. It could be an outdated ARP entry.

Nothing changes with time.

After creating gre0 if, clear the arp table again. It should resolve to
the same MAC. If not, yes you've found a weird bug. (I don't guess so)

Some mystic is here. I clearing arp table and then create gre0. Even
without any my activity I see both 192.50.51.28 and 192.50.51.29 (with
correct MACs) in ARP table. But ping through tunnel gives the same
result (sending IP packet to 192.50.51.28 using MAC from
192.50.51.29).

But if I clear ARP table again (arp -ad, after gre0 creation) all
begins to work. And there is no more MAC of 192.50.51.29 in my ARP
table. Maybe it's not so weird bug but not expected behaviour anyway.

By looking at MAC's OUI part,
192.50.51.29 @ 00:16:cb:a2:8e:c5 seems like an Apple machine.
Yes, it's Intel Mac.
192.50.51.28 @ 00:e0:4d:02:d6:0e seems like an Internet Initiative
Japan's Machine or Ethernet card. (could be an nvidia nforce or an old
realtek card too)
PC with Realtek 8139 or similar.

BTW, it'll be better to specify your version, your network cards, your
architecture. Attaching a dmesg is way simpler.
