Does the following suggest that the browser is "partially operative":

If it can load only few sites, while most cannot be loaded, check your
MRU value

and set an appropriate value, in ppp.conf (like:

 set mru maximum 1492

or, even lower:

 set mru maximum 1448

if the first, recommended setting did not solve that browser's behaviour
- mru definition depends on other values/extensions you have to use
within your PPPoE)
