you are still confuzzled.

CARP ARP loadbalancing works just fine crossing SWITCHES as well*, as 
well as any other layer 2 device.

CARP, with or without loadbalancing, does not work across ROUTERS (i. 
e. layer 3 devices)

*well, there might be issues with some switches, but in theory it 
should just work.
